The creator of the President’s “Big Construction” initiative, Yuriy Golik, reportedly exited Ukraine as a volunteer using a “Path” pass, despite his name appearing in a NABU case concerning significant budget theft.

Previously, Golik served as an advisor to the head of the Dnipropetrovsk Regional State Administration, Valentin Reznichenko, and is viewed as the chief ideologist of “Big Construction.”

Although he has no official title, Golik continues to play a major role in the program, leading the media to label him its “curator.”

He describes himself as a «consultant» for the presidential project. Currently, he is also integrated into the processes of rebuilding Ukraine’s infrastructure and, for instance, accompanies Kiril Timoshenko on trips to affected regions.

Golik has close ties with Reznichenko – they are connected through a number of projects, including infrastructure and budget policies, real estate issues (Reznichenko’s company «Sevent Consulting Group» rents an office in the business center «Creative State Dnipro,» co-owned by Golik), and… their mothers (Golik’s mother and Reznichenko’s mother are registered as individual entrepreneurs, listing the same mobile phone number in the state registry).

His current wealth is directly linked to the activities of LLC «Budinvest Engineering.» The co-owner of the company, Yana Khlanta, was closely associated with the then-head of the Dnipropetrovsk Regional State Administration, with whom she regularly traveled abroad, while the other half of the company may be controlled by the Dubinsky brothers, businessmen who have been officially declared wanted by Ukraine’s partner, the USA, on suspicion of financial fraud. In just 3 months of 2023, «Budinvest Engineering» received 1.5 billion UAH.

These facts have also attracted the attention of law enforcement agencies, including NABU. In connection with this, Golik, as one of the suspects, has been subjected to searches multiple times. In May 2023, two mobile phones were seized from him, which later caused a new scandal – related to possible «leaks» of NABU investigation materials to Golik himself.

Golik’s Business Empire and Family Ties

According to open sources, Golik is the owner of the following legal entities: LLC «77 Online Media,» LLC «Stakhovsky Wines,» LLC «Creative Country,» LLC «Modern Media Technologies,» LLC «KShS.» However, de facto, he also controls the already mentioned LLC «Budinvest Engineering,» LLC «Big City Group,» LLC «SC Stroyinvest,» LLC «EDBK,» and LLC «Avtomagistral 2016.»

Interestingly, Golik has direct ties to Russia through his father, Yuriy, who is a Russian citizen and resides in Moscow. Furthermore, he works in the General Prosecutor’s Office of the Russian Federation. Golik himself has traveled to visit his father multiple times, even after 2014. The question arises: how could such a person be the curator of a state program with billion-dollar funding?

In addition to «Big Construction» and «NABU leaks,» Golik is remembered for another fact – after numerous scandals, he simply… left the country. Moreover, the basis for his trip to Austria was the «Path» pass system, issued by order of the Dnipropetrovsk Regional State Administration leadership. The validity of the new pass documentation is six months, until October 16, 2024.

«Golik left through the «Path» system with a disability certificate and is in Austria,» – reports one of the sources.

As a volunteer, Golik received permission to cross the state border in April 2023. It was valid until October 20, 2023. A few days before the expiration of this period, the Dnipropetrovsk regional authorities issued a new order extending his stay abroad until April 6, 2024.

The ideologist of the «Big Construction» project, Yuriy Golik, freely traveled the world under the guise of being a volunteer for the charitable foundation «Songs Born in ATO.» The founder of the organization is the former deputy of the ex-head of the Dnipropetrovsk Regional State Administration, Reznichenko – Volodymyr Yurchenko.

The Krasnohvardiyskyi District Court of Dnipro (ruling dated June 31, 2024, case No. 204/7275/24) ordered authorized persons of the SBU Office in Dnipropetrovsk Oblast to enter information into the Unified Register of Pre-Trial Investigations regarding Golik’s involvement in budget embezzlement, including funds for infrastructure restoration, with the involvement of controlled structures such as «Budinvest Engineering» and «SC Stroyinvest.» However, the authorities are in no hurry to conduct this investigation.
